It was an historic moment. Obama and the Democrats who held majorities in the House and Senate succeeded where others from Teddy Roosevelt to Harry S Truman to Bill Clinton had failed. And Obamacare has withstood more than 30 votes in Congress to repeal it, a lawsuit that went all the way to the Supreme Court and a presidential election.

Combined with a ceaselessly raucous political debate about whether health care reform will help Americans who've been left behind by the system or provoke massive price increases and the Obama administration's efforts to roll out the law one piece at a time, and it seems like Obamacare's first three years have been very busy.

The Obama administration likes to tout some parts of the law that are already in place -- like more generous prescription drug coverage, young adults being able to keep their parents health insurance until they turn 26 and a ban against insurers refusing to cover children with pre-existing conditions -- but the truth is almost none of Obamacare's biggest reforms are in place.

That's going to change really soon. On Oct. 1, small businesses and individuals who don't get coverage at work will get their first chance to find out whether health care reform is a boon or a bust. That's the day the law's state-based health insurance exchanges, also called marketplaces, are supposed to open for business.

The health insurance sold on these exchanges will be subject to an array of consumer protections at the heart of Obamacare, including a prohibition against turning away people with pre-existing conditions, limits on how much older people can be charged, a ban on charging women more than men and a guaranteed benefits package including things like maternity and prescription drug coverage.

When people sit down at their computers this fall to start shopping and finding out whether they qualify for financial assistance, that'll be the moment when health care reform stops being a political abstraction and becomes a reality for millions of people.

If the health insurance exchange websites work and are easy to use, if the application process isn't as headache-inducing as filing taxes, if there are enough people available to offer customer service and if the prices aren't through the roof, Obamacare will begin to take root in American society the way Medicare and Social Security did.

If those things don't happen, if there's widespread chaos or unaffordable health insurance, the outcry will be swift and it will be loud. Obama's legacy as president is at stake, as is the notion that government can tackle a something as big as our imperfect health care system and help to fix it.

If Obama's promises aren't fulfilled and the critics are right, health insurance customers and employers of all sizes will see their costs rise faster than they already were and get tangled in red tape for no benefit.

The health and financial well-being of many millions of Americans also is at stake. A smooth rollout of the law's coverage expansion would benefit those left out of the health insurance market because they're too sick or too poor.

The problems health care reform is supposed to solve would continue to vex us. Tens of millions with no health insurance, growing costs, shrinking health insurance benefits, and poor health would remain blemishes on a health care system capable of miracles for those who can afford it.

The American people aren't bullish on Obamacare's prospects. According to a Henry J. Kaiser Family Foundation survey conducted this month, more people view the law unfavorably than favorably. Worse, Americans know less about health care reform now than they did three years ago.

So the Obama administration, its allies, state governments, health insurance companies and anyone else who stands to gain from broader health care coverage and a better health care system have just a few months to get things right. There's a lot riding on it.

Banks lift TSX on Cyprus hopes; BlackBerry falls

TORONTO (Reuters) - Canada's main stock index advanced on Friday as hopes that Cyprus will strike a bailout deal before a looming deadline boosted financial shares and helped offset an 8 percent fall in BlackBerry .

Shares of BlackBerry stumbled as it faced a difficult challenge launching the sale of its new smartphone in the United States.

The European Central Bank gave Cyprus until Monday to raise billions of euros to secure an international bailout, which could help the country avert a default and banking meltdown. With the Parliament having rejected one deal, investors were eyeing what is expected to be a hectic weekend of negotiations.

The Cyprus predicament has highlighted risks to the economic recovery in the broader euro zone, and investors fear that the failure to cut a deal could have a ripple effect in other countries.

"The Cypriots do not hold a lot of cards in this game of brinkmanship, especially after coming back empty-handed from Moscow," said Stephen Wood, chief market strategist, North America, at Russell Investments, which has more than $162 billion in assets under management.

"Our biggest concern about Cyprus would be, 'Does it have a contagion consequence in Spain or Italy?'," he added. "Right now it doesn't appear to be the case."

For now, investors are largely assuming that lawmakers in the island will work this out somehow. The Toronto market's gains followed declines in three of the previous four sessions.

"People seem to have become more optimistic as the week has progressed," said Colin Cieszynski, senior market analyst at CMC Markets. He noted that investors are taking an approach that the negotiators will "come up with a new bailout plan and not just let the whole thing spiral out of control."

The Toronto Stock Exchange's S&P/TSX composite index <.gsptse> closed up 9.48 points, or 0.07 percent, at 12,757.35. The index ended the week 0.57 percent lower.

Six of the 10 main sectors on the index were higher on Friday.

Financials, the index's weightiest sector, gained 0.5 percent. Royal Bank of Canada , the country's biggest bank, added 1 percent to C$61.37.

Energy stocks shed their initial gains and were down 0.1 percent as the price of oil fell back.

The materials group, which includes mining stocks, gave back 0.3 percent, with gold producers falling 0.5 percent. Gold prices fell 0.4 percent.

Gold stocks are down nearly 15 percent since the start of the year.

"The safe haven trade got very expensive. Peace of mind got very expensive," Wood said. "Investors have come to recognize that they need to look into risk assets."

In company news, First Quantum Minerals Ltd said it secured enough shareholder support to take over Inmet Mining Corp , sealing a C$5.1 billion ($4.98 billion) deal that gives it control of one of the world's largest untapped copper deposits. First Quantum shares were down 2.3 percent.

In some studies, the United States rate of false positives ranges as high as 60 percent after 10 yearly screenings, said the lead author, John Brodersen, an associate professor of medicine at the University of Copenhagen. ?The U.S. Preventive Services Task Force has recommended screenings only every other year and only for women over 50,? he added. ?Doing this would be a way of lowering the false positive rates.?

Christina is forced to try and find a job to support herself; she begins by being a maid in a hotel, but she is discovered by the owner who harnesses her talent and transforms her into an opera singer.

When Christina finds that her younger sister is being abandoned by her older abusive brother and that her mother is drinking, she decides to take her sister and escape to Europe.

Going to live with her uncle, Philippe Petain the premier of France in Paris, Christina immediately finds herself in the mix of World War II politics. When her uncle surrenders Paris and all of France to Hitler, she is forced to sing for the Nazis.

Recruited by French underground leader Laurent de Gauvion in the resistance, Christina begins to realize what is really going on in the war. She does everything she can to help, from caring for orphaned babies to infiltrating a Kinderkamp in Germany.

Christina's journey makes us realize the costs of war and how they affect everyone, no matter what their role is.

A bittersweet story with a heart wrenching ending, "EVENSONG" is a beautifully written novel. St. Sure transports us into the vivid world of the 1940's exploring everything from the lowest of the low to the highest of the high in the world.

Readers become extremely attached to Christina and her sister Nicolette because St. Sure's characters are carefully crafted; they're vivid, interesting and provide different perspectives about what is going on in the world around them. St. Sure makes sure that readers are privy to their loves, hate, vengeances and motivations.

The plot is fast-paced, taking you everywhere St. Sure needs you to go, while holding back on some of the more gruesome details. This is, after all, a story of one person's encounter with the war, not an overview of the war.

The ending, while extremely sad, is appropriate and did not leave me feeling upset at the author, which is surprisingly unlike how other books have left me when faced with similar endings.

At only 214 pages long, the author still finds a way to fit everything that is needed to create a truly remarkable story. A lot of novels about World War II are extremely long with all the detail, while the shorter stories sometimes feel as if they don't have enough information to make you feel fulfilled.

With short chapters and an interesting topic, this is a good read for anyone of any age or gender. It leaves you attached to the book until the very end. A great read that leaves you thinking about life while you're stuck inside on a cold winter day.
