Death toll in Tanzania building collapse rises to 19
NAIROBI (Reuters) - The death toll from the collapse of a building in Tanzania's commercial capital Dar es Salaam has climbed to 19, a senior official said on Saturday.
The building of more than 12 storeys, which had been under construction, collapsed on Friday morning near a mosque in the Kariakoo district around the city centre. Several cars were crushed by falling masonry.
Tanzania's buoyant economy has fuelled a building boom, especially in Kariakoo and the city centre. But the speed of construction has raised concerns about standards.
"Nineteen people have been killed so far and 17 were rescued alive, so this accounts for 36 people who were trapped in the collapsed building," Dar es Salaam Regional Police Commander Suleiman Kova told reporters at the scene.
"There is very little hope of finding any more people alive from under the rubble, but we are determined to recover all bodies so that they can be given a proper burial."
Witnesses said they believed construction workers were inside the building when it collapsed. Rescue workers sifting through the rubble on Saturday said two boys were also still missing.
Tanzanian President Jakaya Kikwete, who visited the scene on Friday, ordered authorities to act against responsible parties.
Kova said police had arrested four suspects, including the building owner. Police had previously said the owner in custody was also the contractor, but later said they were still looking for the building contractor.

A Guided Meditation on Forgiveness | Fitness Republic
?When you forgive, you in no way change the past. But you sure do change the future.?
These wise words by Bernard Meltzer present the power of forgiveness in a nutshell. To put it simply, guided meditation forgiveness has the power to gently heal you. The hurt, anger and disappointment caused by someone that you cared about can haunt you forever. Or you may be unwilling to forgive yourself for something that you did or said.
It is easy to cling on to these heavy feelings that have the power to overshadow happiness and contentment. But it doesn?t have to be this way! Guided meditation forgiveness is a gradual process that helps you accept the past, and gives you the strength to move on.
Forgiveness and acceptance of the past requires time. You may not be ready to forgive yourself or those who have let you down after the first guided meditation session. However, you will find yourself opening up to the idea of thinking about what happened and why it upset you so much.
There?s no need to push yourself into the process of guided meditation forgiveness. Do it when you feel ready. Allow yourself to open up to the idea of change. Free yourself from the thoughts and emotions that are holding you captive. The following guided meditation guidelines will steer you towards the path of inner peace and contentment.
Find A Peaceful Place
Sit or lie down comfortably in a place where you will not be disturbed. Choose a time when you can focus completely on guided meditation. If you have limited time on your hands, you will be tempted to keep track of the number of minutes that have passed and how much time you have left to spare. Do not give in to this temptation! Guided meditation requires time, dedication and an uncluttered mind. Keep all these factors in mind while choosing the right location and be prepared to make the commitment required.
Free Your Heart And Mind
Now that you are comfortably seated, let?s move on to the next step in the guided meditation process. Gently close your eyes, and focus on your breathing. Take a deep breath and relish the sensation of oxygen filling your lungs. Notice the gradual calmness taking over your mind and body. Focus on your breathing until all the tension and stress ebbs away from your system. Count down from ten to one, until you reach a state of complete serenity and relaxation.
Imagine yourself in a beautiful garden, a lush forest, or on a quiet beach. Pick the location that appeals to you the most and imagine yourself interacting with your surroundings. Feel the warmth of the sun, the coolness of the gentle breeze, and lose yourself in the beauty of the natural scenery.
When you are comfortably settled in this new place, think of the people who hurt you. You are safe in this peaceful place. They cannot harm you in anyway. As you visualize these people, tell them how and why their actions angered you. Explain why you felt betrayed and disappointed. Now is the time to tell them exactly what you have been feeling all this time. Notice how strong and rejuvenated you feel as you express your emotions.
Take your time. There?s no need to rush.
After you have expressed your feelings, look at them and say, ?I forgive you. I have released all the anger, pain and resentment from my mind and body. I forgive you.?
Bask in the warmth of inner peace as you utter these liberating words. You feel free, light and in control. Watch them walk away and fade into the distance, away from your sanctuary. Focus on your deep breathing. Think about all that you have been blessed with in your life. Gradually ease yourself into the next step of guided meditation.
Create an image of yourself. Explain why you have been unwilling to forgive yourself for what happened in the past. Express everything that you have been feeling and holding onto for so long. Gently open up to the possibility of forgiveness and say to yourself, ?I forgive you for all the words and actions that may have caused pain to anyone. I forgive you.?
Rest quietly and focus on the tranquility of the moment. Turn your attention once again to your breathing.
Slowly count from one to ten as you gradually leave the peaceful location behind. Keep breathing as you become aware of your actual surroundings once again.
Gently open your eyes and smile. Hold on to this feeling of love and peace, and get ready to face the world with renewed vigor and energy!

Amateur Teams from Mexico and United States prepare for third ...
PUERTO PENASCO, MEXICO (MARCH 29, 2013) ? ?Vidanta Golf, the largest golf course operator in Mexico and a subsidiary of Grupo Vidanta, will be hosting the 3rd annual Uniting Nations Cup, May 16-19, at the picturesque Mayan Palace golf resort in Puerto Pe?asco. The Uniting Nations Cup (UNC) is a Ryder Cup style competition with 80 top-notch amateur players from Mexico and the United States.
In the event?s first two years, neighboring countries Mexico and the United States have each claimed victory on the Peninsula de Cortez golf course, a Jack Nicklaus and Jack Nicklaus II co-design. The U.S. and Mexico will have 40-man squads with 20 two-man teams facing off in a match-play format over three days of competition.

WASHINGTON (AP) ? Members of Congress are traveling less and worrying more about meeting office salaries. Their aides are contending with long lines to get inside their offices and fewer prospects of a raise. Such are the indignities thrust upon the men and women who brought the country $85 billion in government spending cuts this month.
There probably won't be much sympathy for a senator or congressman making $174,000 a year who is in no danger of being furloughed or laid off, at least until the next election. Still, there has been an effort, especially in the Republican-led House, to show that no one should be exempt from sacrifice.
"As those who are charged with the care of taxpayers' dollars, we need to lead by example," Rep. Candice Miller, R-Mich., who chairs the House Administration Committee, said last week in promoting a bill to slash the budgets of House committees by 11 percent.
Earlier in March ? after Congress and the White House failed to come up with an alternative to across-the-board cuts in most federal programs ? the House imposed an 8.2 percent reduction in lawmakers' personal office budgets. That came on top of 11 percent cuts to members' office budgets during 2011-2012.
"We've drastically reduced travel both for myself and my staff," said Republican Rep. John Campbell, who must cross the country to visit his southern California district. He said he tends to stay in Washington on two-day weekends rather than return home. "I'm more productive here when I'm not rushing to get home," he added.
Campbell said other "little things" he is doing to economize include reducing the office phone bill, cutting off magazine and newspaper subscriptions, and using email rather than letters to communicate with voters.
Rep. Luke Messer, a freshman Republican from Indiana, said he hired fewer people when he came to Washington because "we essentially began the term knowing there was a high possibility of a sequester"? Washington-speak for the automatic spending cuts.
So far, congressional staffers appear to have escaped the furloughs that are likely to send thousands of public servants home without pay for several workdays over the next six months and disrupt some government services. "I hope to avoid that," said Rep Jared Polis, D-Colo., "but we will take any steps to ensure we don't exceed our budget." Under House rules, a lawmaker must pay for excess spending out of his or her own pocket.
The fiscal pressures are less strong in the Senate, where senators have staff budgets about double the amount of the $1.3 million average in the House and where the office cuts ordered because of the sequester were limited to 5 percent.
While staffers still have their jobs, they may have a harder time getting to them. Security officials have cut costs by closing 10 entrances and several side streets around the Capitol complex, creating long lines to get through screening stations. People "have started to adjust to those changes at the entrances," although it is still a challenge on busy days, said U.S. Senate Sergeant at Arms Terrance Gainer.
Gainer, who oversees nearly 1,000 security and administrative employees, said he hopes to abide by the 5 percent sequester cut without layoffs by enlisting 70 or 80 people for a voluntary retirement program.
Some House members also are feeling the pinch during the two-week Easter break, a prime time for foreign "fact-finding" tours. House Speaker John Boehner, R-Ohio, announced last month that members must book commercial flights rather than make use of more convenient but more expensive military aircraft.
Some Democrats have complained the GOP enthusiasm for frugality has come at too high a cost.
"At a time when most members of this body are representing newly formed congressional districts with a need to open new offices or move to new locations, we find ourselves with an 8.2 percent decrease in the very operating budgets that support constituent services," said Rep. Debbie Wasserman Schultz, D-Fla.
Wasserman Schultz, who also is the Democratic Party's chairwoman, criticized House Republicans for cutting budgets while spending some $3 million for the legal defense of the 1996 Defense of Marriage Act, which bars federal recognition of same-sex marriages.
"We are past the point of cutting what we want, and we are now into cutting what we need ? our ability to attract and retain expert staff," said Robert Brady of Pennsylvania, the senior Democrat on the House Administration Committee.
Brad Fitch, president and CEO of the Congressional Management Foundation, a nonprofit organization that works to improve congressional operations, said it's still possible that House members will have to resort to furloughs or layoffs. So far, he said, they have been able to cope with the cuts of the past three years with less-drastic steps, such as reducing the size of their staffs through attrition, making more use of interns and using email rather than mass mailings.
At the end of 2011, Fitch's group recommended 46 possible ways for members to cut $90,000 from their 2012 budgets, ranging from pay freezes, holding more town hall meetings by telephone, delaying purchases of new computers, eliminating Washington staffers' visits to district offices, closing district offices, eliminating bottled water from offices and reviewing spending on food and beverages for constituents.

PITTSBURGH (AP) ? The Pittsburgh Penguins have acquired Jarome Iginla from the Calgary Flames.
The Flames announced the deal after their victory over Colorado on Wednesday night, sending their longtime captain to the Eastern Conference-leading Penguins in exchange for college prospects Kenneth Agostino and Ben Hanowski and a first-round pick this year.
The deal was Penguins' third big move in four days. They picked up forward Brenden Morrow in a deal with Dallas on Sunday, and acquired defenseman Doug Murray from San Jose on Monday.
The 35-year-old Iginla is in the final year of his contract and will be an unrestricted free agent July 1. He was scratched from Calgary's lineup against Colorado, ending his consecutive games streak at 441.
Flames general manager Jay Feaster said the deal was completed during the Flames' 4-3 victory over Colorado, and that team was fielding three offers.
"We as an organization owe a tremendous debt of gratitude to Jarome," Feaster said, "not only for what he did for the franchise during his tenure as a player here and as our captain, but also for the fact that now as we recognize that despite our best efforts, and despite the work we've put in, we've fallen short of the goals we set for ourselves as an organization.
"We respect very, very much the fact that Jarome worked with us to enable this to come about."
Iginla has nine goals and 13 assists in 31 games this season. In 1,219 career regular-season games in 16 seasons, all with Calgary, he has 525 goals and 570 assists. He has 28 goals and 21 assists in 54 career playoff games and has played for Canada in three Olympics.
Calgary is 14th in the Western Conference and will likely miss the playoffs for the fourth straight season.
Agostino plays for Yale, and Hanowski at St. Cloud State. Both are forwards.
The 20-year-old Agostino was selected by Pittsburgh in the fifth round of the 2010 draft. The junior leads the Bulldogs in scoring with 15 goals and 22 assists in 33 games this season. Yale will face Minnesota on Friday night in the first round of the NCAA tournament.
The 22-year-old Hanowski, a third-round pick in 2009, recently finished his senior season at St. Cloud State, where he was the team's captain. He had 16 goals and 13 assists in 34 games this season.

Love Of Family & Home: Upside-Down German Chocolate Cake
Hey Friends!
Well, I'm back from the Blissdom conference & slowly getting back into the swing of things! It took me a couple of days to get caught up on my sleep & I've also been trying to get the house back in order since it kind of fell apart during my absence. Funny how that happens, huh?! I hope to share some pictures from my trip & also give you a little recap later this week! Until then, I have a yummy recipe to share!
This past Sunday was my husband's birthday. He LOVES German Chocolate Cake & pretty much requests it every year. Luckily, he married into the right family....you see, my mom has an AMAZING German Chocolate Cake recipe. So amazing in fact, that people who don't like German Chocolate Cake (such as myself)?will find themselves scarfing down a piece in no time flat & then contemplate a second helping!
Yeah....it's that good!
The awesome part about the recipe, is that it's just a box mix with a little added twist! But, the twist is what makes it SO YUMMY!

Directions:
Preheat oven to 350 degrees.
Spray 9x13 glass baking dish with cooking spray. Cover bottom of baking dish with coconut flakes & chopped pecans. Mix cake mix with eggs, water, & oil (per box instructions) and pour over the coconut/pecan mixture.
In a separate bowl combine cream cheese, butter, powdered sugar, & vanilla. Using a mixer, mix ingredients thoroughly until powdered sugar is completely dissolved. Using a rubber spatula, add cream cheese mixture to the top of the cake mix. The cream cheese mixture will sink down into the cake mix as you add it in.
Bake for 40 minutes. Slice cake into individual servings & serve upside down.

What attracts people to violent movies?
Mar. 28, 2013 ? Why are audiences attracted to bloodshed, gore and violence? A recent study from researchers at the University of Augsburg, Germany and the University of Wisconsin-Madison found that people are more likely to watch movies with gory scenes of violence if they felt there was meaning in confronting violent aspects of real life.
Anne Bartsch, University of Augsburg, Germany and Louise Mares, University of Wisconsin-Madison, will present their findings at the 63rd Annual Conference of the International Communication Association. Their study examined whether these serious, contemplative, and truth-seeking motivations for exposure to violent portrayals are more than just an intellectual pleasure. They invited a large binational sample from Germany and the US (total of 482 participants), ranging in age from 18-82, and with varying levels of education. Participants viewed film trailers featuring different levels of gore and meaningfulness, and rated their likelihood of watching the full movie. They also indicated their perceptions of the film (how gory, meaningful, thought-provoking, suspenseful, etc.).
Earlier studies have suggested that audiences are not necessarily attracted to violence per se, but seem to be drawn to violent content because they anticipate other benefits, such as thrill and suspense.
These findings suggest that such hedonistic pleasures are only part of the story about why we willingly expose ourselves to scenes of bloodshed and aggression. Some types of violent portrayals seem to attract audiences because they promise to satisfy truth-seeking motivations by offering meaningful insights into some aspect of the human condition.
"Perhaps depictions of violence that are perceived as meaningful, moving and thought-provoking can foster empathy with victims, admiration for acts of courage and moral beauty in the face of violence, or self-reflection with regard to violent impulses," said Bartsch. "Examining the prevalence of such prosocial responses and the conditions under which they occur offers a theoretically intriguing and socially valuable direction for further work."

Bomb-making materials found in Colo. suspect's car
DECATUR, Texas (AP) ? Investigators found bomb-making materials and pants that appeared to have blood on them in the car of a man suspected of killing Colorado's prisons chief, according to documents made public Tuesday.
Authorities also found maps, handwritten directions and documents from the Department of Corrections in Evan Spencer Ebel's black Cadillac. Also found were a Domino's Pizza worker's shirt and visor, and a pizza carrier bag along with zip ties and duct tape.
Ebel was killed in a shootout with Texas authorities last week after a high-speed chase.
Authorities in Decatur, where Ebel's car crashed before the shootout, sent the items they found to Colorado agencies investigating the death of corrections chief Tom Clements and the slaying of a pizza deliveryman whose body was found two days before Clements was killed.
Investigators haven't released a motive or commented on Ebel's ties to a white supremacist prison gang. The documents from Texas authorities detailing what they found in Ebel's car are not specific enough to shed additional light on the matter.
But Capt. Kevin Benton of the Wise County Sheriff's Office in Decatur said the handwritten directions that were found would be useful to Colorado authorities' investigation. He didn't elaborate.
Also in the car were black powder, a surveillance system, a digital voice recorder, and handwritten documents and letters, according to the documents.
Colorado investigators refused to discuss the evidence.
"We don't want to speak about their relevancy or what they might mean to our investigation," said Sgt. Joe Roybal, spokesman for the El Paso County Sheriff's Office.
A week after Clements died after opening his front door, investigators were still trying to determine Ebel's role in the slayings and whether others were involved. El Paso County authorities said they were able to match the gun Ebel used in the Texas shootout to the one used in Clements' slaying through microscopic marks left on the shell casings.
Authorities in Denver have said they're confident that Ebel is linked to the slaying of pizza delivery driver Nathan Leon, 28, a married father of two, but they have not said whether they've also been able to link the gun found in Texas to Leon's slaying.
Investigators are trying to determine whether Leon's slaying was to procure a pizza box and Domino's Pizza uniform to help persuade Clements to open his front door, El Paso County authorities said.
In Texas, authorities were trying to find out why Ebel was there and where he was going. After discovering bomb-making materials in his car, a Wise County detective was assigned to help the Texas Rangers investigating the case, Benton said.
"Everybody wants to know where he was headed to and why," he said.
A deputy in nearby Montague County who was shot by Ebel during a traffic stop before the March 21 chase was released from the hospital Tuesday and moved to a rehabilitation facility to recover from a severe concussion.
Clements' funeral was Sunday, and hundreds of law enforcement officers, corrections workers, lawmakers and state dignitaries attended a memorial service for him Monday. Clements was remembered as a prison system reformer with a strong belief in redemption and who worked to reduce the use of solitary confinement in Colorado prisons.
Lisa Clements said at the memorial that her husband of 28 years would want justice as well as forgiveness.
Ebel is the son of Hickenlooper's longtime friend, attorney Jack Ebel. Evan Ebel was on the governor's mind when he spoke to Clements before offering him the prisons job, citing the younger Ebel's prison sentence in solitary confinement as an example of needed prison reform.
Hickenlooper has said he did not mention Evan Ebel by name in that conversation, and there was no indication that his relationship with Jack Ebel played a role in the shooting. Hickenlooper also said he did not having any role in Evan Ebel's parole in January.
Evan Ebel's time in prison included solitary confinement, which his father testified to lawmakers two years ago was destroying his son's psyche. While in prison, Ebel was a member of the 211 Crew, a white supremacist prison gang in Colorado, according to law enforcement officials.

Fewer children mean longer life?
Mar. 27, 2013 ? New research into ageing processes, based on modern genetic techniques, confirms theoretical expectations about the correlation between reproduction and lifespan. Studies of birds reveal that those that have offspring later in life and have fewer broods live longer. And the decisive factor is telomeres, shows research from The University of Gothenburg, Sweden.
Telomeres are the protective caps at the end of chromosomes. The length of telomeres influences how long an individual lives. Telomeres start off at a certain length, become shorter each time a cell divides, decline as the years pass by until the telomeres can no longer protect the chromosomes, and the cell dies. But the length of telomeres varies significantly among individuals of the same age. This is partly due to the length of the telomeres that has been inherited from the parents, and partly due to the amount of stress an individual is exposed to.
?This is important, not least for our own species, as we are all having to deal with increased stress,? says Angela Pauliny, Researcher from the Department of Biological and Environmental Sciences at the University of Gothenburg.
Researchers have studied barnacle geese, which are long-lived birds, the oldest in the study being 22 years old. The results show that geese, compared to short-lived bird species, have a better ability to preserve the length of their telomeres. The explanation is probably that species with a longer lifespan invest more in maintaining bodily functions than, for example, reproduction.
?There is a clear correlation between reproduction and ageing in the animal world. Take elephants, which have a long lifespan but few offspring, while mice, for example, live for a short time but produce a lot of offspring each time they try,? says Angela Pauliny.
The geese studied by researchers varied in age, from very young birds to extremely old ones. Each bird was measured twice, two years apart. One striking result was that the change in telomere length varied according to gender.
?The study revealed that telomeres were best-preserved in males. Among barnacle geese, the telomeres thus shorten more quickly in females, which in birds is the sex with two different gender chromosomes. Interestingly, it is the exactl opposite in humans,? says Angela Pauliny.
The journal BMC Evolutionary Biology has classified the research article ?Telomere dynamics in a long-lived bird, the barnacle goose? as ?Highly Accessed?.

Carriers often want to provide unique device software as a lure for their services -- like it or not -- and gaming is undeniably one of the more attractive hooks. It makes sense, then, that Verizon now says it will use PlayPhone's SDK as the framework for a new hub, Games Portal, on its Android devices. The effort will give any optimized titles direct carrier billing and a social component, as well as theoretically better exposure than what they'd get on a very crowded Google Play. Verizon will preload the portal on new devices from this spring onwards, in addition to updating some existing hardware. The code should be comparatively simple to implement, but we'd add that there's no guarantee of success: Verizon's last experiment with reviving the carrier-controlled app gateway didn't quite pan out.

Why Cuckolded Males Stick Around to Raise Kids
No man wants to be cuckolded. But the males of many species actually stick around to raise offspring that aren't their own, so long as the effort doesn't cost them much, new research suggests.
An analysis of several animal studies found that males whose mates had strayed were, on average, 12 percent less likely to care for their offspring than other males. Even so, a high proportion of male animals care for offspring that may not have been theirs. They did so as long as the likelihood of cuckoldry was low and providing care would not harm the males' own future reproductive prospects. The findings were detailed March 26 in the journal PLOS Biology.
"The vast majority of species studied show some level of cuckoldry," study leader Charlie Cornwallis of Lund University, Sweden, told LiveScience. The question is, "why should those males continue caring when those offspring don't have their genes?"
Being a caring father takes work. By one estimate, the amount of effort a typical garden bird expends rearing chicks is the bird-equivalent of cycling the Tour de France. It stands to reason that male animals should only spend this much effort on their own offspring. Yet, bafflingly, research shows that males of many species continue to care for young they did not sire. [The Animal Kingdom's Most Devoted Dads]
Cornwallis and colleagues conducted a meta-analysis of 62 studies of paternity and parental care in 50 different species of insects, fish, birds and mammals. To explain why males care for offspring that someone else might have sired, the researchers considered factors such as whether the males were aware of the female philandering, the likelihood of cuckoldry and the cost of caring for non-biological offspring.
As the researchers wrote in the study, "Are cuckolded males that maintain care blissfully ignorant or selfless dupes?"
Perhaps neither, it turns out. Overall, males care for young from other males unless there's a high risk of being cuckolded, or providing care hurts a male's future prospects of producing his own offspring, the findings suggest.
The results showed a huge variation across species in how males responded to cuckoldry, or perceived cuckoldry. For example, male three-spined stickleback fish provide a high level of parental care because females are less promiscuous and caring for young carries little cost. Chacma baboons, by contrast, suffer rampant cuckoldry and have a lot to lose by caring for the offspring of other males.
Human males fall somewhere in between; they tend to provide less care for children they don't perceive as their own, but that reduction is "quite weak" compared with some other species, Cornwallis said.
Often, "males end up with a mixed bag of some of their offspring and some from other males," Cornwallis said. The cost of caring for those other offspring may be low, and if a male deserts them, he risks losing his own offspring, too.
The study reveals "the simple expectation that you shouldn't care for children that aren't your own is more complex than that," Cornwallis said.

Peculiar parasitoid wasp found on rare sawfly developing in ferns
Mar. 25, 2013 ? A mysterious parasitoid wasp was found in the B?hmerwald (Northeast Austria) and reared in the garden of the amateur entomologist Ewald Altenhofer of Gross Gerungs municipality, Austria. The parasitoid was identified by Kees van Achterberg, senior researcher at the Naturalis Biodiversity Center in Leiden, the Netherlands, as the rare Seleucus cuneiformis. It is the first time that a tip of its biology was discovered.
The study was published in the open access journal Journal of Hymenoptera Research.
The parasitoids reared by Mr Altenhofer belong to the peculiar genus Seleucus. The reared parasitoid Seleucus cuneiformis is known from only a few countries in Europe and is new to Austria. The host is the fern sawfly Blasticotoma filiceti, the only member of the family Blasticotomidae in Europe. The family is considered to be one of the oldest extant families of the true sawflies. This particular sawfly was previously known only from the region near Linz since 1973 and this is the second find reported for the fauna of Austria.
The larvae of B. filiceti live in the stems of ferns in a small chamber, or gall, that they induce themselves for their protection. They feed on the nutrients in the phloem fluids and may produce foam on the outer side of the gall. The larvae have a true ant trophobiosis, or ants can live in symbiosis based on food for protection, the only known occurrence of this phenomenon within the Hymenoptera. The Myrmica ants receive fluids through some holes connected to the stem gall of the larva.
During the rearing experiments, important notes on the previously unknown biology of the parasitoid wasp were recorded. Four weeks after the sawflies emerged from the gall, the adults of Seleucus cuneiformis also started appearing, which continued over a period of two weeks. Interestingly, the parasitoid females at first had a droplet-shaped rear body characteristic for males. During the course of the first day the metasoma got expanded into the very elongate shape typical of females, which is of use to inject their eggs into the galls of the sawflies.

Mo. Sen. McCaskill supports for gay marriage
JEFFERSON CITY, Mo. (AP) ? Missouri Sen. Claire McCaskill says she now believes that gay couples should be allowed to marry, a change from her previously nuanced stance during last year's re-election campaign in which she defended the right of Missouri voters to outlaw same-sex weddings.
The Democratic senator's support for gay marriage is a matter of both personal belief and public policy, her spokesman said Monday. McCaskill declared her position on her blog Sunday evening in advance of U.S. Supreme Court arguments on the topic later this week.
"I have come to the conclusion that our government should not limit the right to marry based on who you love," McCaskill said on her Tumblr site. "While churches should never be required to conduct marriages outside of their religious beliefs, neither should the government tell people who they have a right to marry."
The court is to hear a challenge Tuesday to California's voter-approved ban on same-sex marriage, then arguments Wednesday concerning a part of the 1996 federal Defense of Marriage Act that bars same-sex couples who are legally married from receiving federal tax, pension and other benefits available to other married people.
Missouri voters overwhelmingly adopted a constitutional amendment in 2004 defining marriage as between a man and a woman. During her unsuccessful campaign for governor that year, McCaskill said she opposed gay marriage but also opposed the constitutional amendment, because Missouri already had a similar state law.
"I just didn't think it was an appropriate thing to put in our constitution," McCaskill said during an October 2004 gubernatorial debate.
McCaskill has generally shied away from discussing gay marriage during her Senate campaigns. But she defended Missouri's right to ban gay marriage when asked last June about a federal appeals court decision striking down certain parts of the federal Defense of Marriage Act.
"It's been decided in Missouri. It's in our constitution. I don't quarrel with that decision," McCaskill said nearly 10 months ago. "I, for one, think it's much better for these decisions to be made at the state level, like we have here in Missouri."
McCaskill acknowledged in her Sunday posting that "my views on this subject have changed over time."
"But as many of my gay and lesbian friends, colleagues and staff embrace long term committed relationships, I find myself unable to look them in the eye without honestly confronting this uncomfortable inequality," McCaskill said. "Supporting marriage equality for gay and lesbian couples is simply the right thing to do for our country, a country founded on the principals of liberty and equality."
President Barack Obama announced his support for gay marriage last year. Other politicians also have recently followed suit, including former Democratic Secretary of State Hillary Clinton and Republican Sen. Rob Portman.
Former President Bill Clinton signed the federal Defense of Marriage Act ? which requires the federal government to refuse to recognize same-sex marriages ? but he recently wrote an op-ed saying it's time to overturn it.

When was the last time you clicked on a Facebook ad? Option A: You can?t remember. Option B: You never, ever click on any of the ads. Option C: Does anyone actually click on those ads?
Apparently people do, as 85 percent of Facebook?s revenue comes from advertisements ? the other 15 percent is from selling virtual goods.
There are two ways in which such statistics look good. Either a company is very good at targeting a niche market, or it is not so good but has a huge audience. Facebook is in the second category. In fact, because of the current low success rates of target advertisements, Internet businesses that provide free services have no alternative for survival but to become big enough so that their size can compensate ? unless they plan to subsist through donations, as Wikipedia does.
Two questions then arise. First, since there obviously isn?t a market for a lot of big social media websites, why is it that we keep seeing new social websites popping up? After all, people have to eventually stop looking at pictures of friends or cat videos and be productive. Second, why is target advertising so difficult that Internet companies can?t afford being small?
The answer to the second question is a paradox. On one hand, everyone would be delighted to hear about a product they would enjoy having, a new band they would love to listen to or a play they would like to see. On the other hand, most people are obsessed with privacy, refraining from giving personal information to this or that company. Although privacy is certainly a right, companies can?t provide more accurate ads without more precise information. There is no way around this. Not until artificial intelligence tools are so advanced that user preferences can be inferred by interpreting jokes and comments.
The first question is more obviously answered: There are a lot of investors, with no better idea about where to put their money, who are afraid of missing the ?next big thing.? That?s why we have Path, Tumblr, Pinterest and many other social media venues whose purposes intersect, and most of whom we don?t even hear about. Their business model? Advertising. Which one is going to grow enough to profit from advertising? Place your bets.
Apparently, there is no shortage of entrepreneurs who believe they have the perfect alternative to Facebook or a shortage of investors to back their startups. But we already have enough tools for connecting, liking and sharing. It is time for entrepreneurs and their funders to think of something else. According to recent reports about decline of time spent on and multi-week breaks from Facebook, some Internet users already are.

Google+ update for Android and iOS adds Snapseed editing, always-on location option
Snapseed quickly took on Google+ integration after it was acquired by Google. It's now Snapseed's time to return the favor. An update to the Google+ apps is introducing basic image editing (currently for iOS only) and, yes, those seemingly inescapable retro filters to get just the right effect before an image goes into a post. The pseudo-Instagram layer is far from the only addition, however. Android and desktop users can optionally tell Google+ to always share their closest available location in their profile; posts in the stream now include more text and make it easier to see photos and videos; Community participants can also invite people, share posts and manage activity away from their computers. If you've ever wanted to fix a Google+ photo -- or break it, some would argue -- the Android and iOS updates are rolling out today.
