Nikkei: Panasonic considering making Li-ion automotive batteries in China to meet customer needs
The Nikkei reports that Panasonic Corp. is considering expanding production of lithium ion batteries for hybrid and electric vehicles to China.
The electronics manufacturer has been making automotive lithium ion batteries solely at its Kasai and other Japanese plants. It has relied exclusively on domestic production because of the technological sophistication required in making the batteries, which need to be durable and offer higher capacities than lithium ion batteries used in personal computers, mobile phones and other devices.
With major customers such as Germany?s Volkswagen AG and Toyota Motor Corp. signaling plans to produce hybrids and EVs in China, Panasonic has decided to set up a supply system there.
According to the Nikkei, Panasonic is ranked first in the automotive Li-ion market, and has a 20-plus percent share of the total global market for all types of lithium-ion batteries.

Romney would rank among richest presidents ever (AP)
Associated Press ? Just how rich is Mitt Romney? Add up the wealth of the last eight presidents, from Richard Nixon to Barack Obama. Then double that number. Now you're in Romney territory.
He would be among the richest presidents in American history if elected ? probably in the top four.
He couldn't top George Washington who, with nearly 60,000 acres and more than 300 slaves, is considered the big daddy of presidential wealth. After that, it gets complicated, depending how you rate Thomas Jefferson's plantation, Herbert Hoover's millions from mining or John F. Kennedy's share of the vast family fortune, as well as the finer points of factors like inflation adjustment.
But it's safe to say the Roosevelts had nothing on Romney, and the Bushes are nowhere close.
The former Massachusetts governor has disclosed only the broad outlines of his wealth, putting it somewhere from $190 million to $250 million. That easily could make him 50 times richer than Obama, who falls in the still-impressive-to-most-of-us range of $2.2 million to $7.5 million.
"I think it's almost hard to conceptualize what $250 million means," said Shamus Khan, a Columbia University sociologist who studies the wealthy. "People say Romney made $50,000 a day while not working last year. What do you do with all that money? I can't even imagine spending it. Well, maybe ..."
Of course, an unbelievable boatload of bucks is just one way to think of Romney's net worth, and the 44 U.S. presidents make up a pretty small pond for him to swim in. Put alongside America's 400 or so billionaires, Romney wouldn't make a ripple.
So here's a look where Romney's riches rank ? among the most flush Americans, the White House contenders, and the rest of us:
_Within the 1 percent:
"Romney is small potatoes compared with the ultra-wealthy," said Jeffrey Winters, a political scientist at Northwestern University who studies the nation's elites.
After all, even in the rarefied world of the top 1 percent, there's a big difference between life at the top and at the bottom.
A household needs to bring in roughly $400,000 per year to make the cut. Romney and his wife, Ann, have been making 50 times that ? more than $20 million a year. In 2009, only 8,274 federal tax filers had income above $10 million. Romney is solidly within that elite 0.006 percent of all U.S. taxpayers.
Congress is flush with millionaires. Only a few are in the Romney realm, including Rep. Darrell Issa, R-Calif., and Massachusetts Sen. John Kerry, who was the Democratic presidential nominee in 2004. Kerry's ranking would climb much higher if the fortune of his wife, Teresa Heinz, were counted. She is the widow of Sen. John Heinz, heir to the Heinz ketchup fortune.
Further up the ladder, top hedge fund managers can pocket $1 billion or more in a single year.
At the top of the wealth pile sits Bill Gates, worth $59 billion, according to Forbes magazine's estimates.
_As a potential president:
Romney clearly stands out here. America's super rich generally don't jockey to live in the White House. A few have toyed with the idea, most notably New York Mayor Michael Bloomberg, whom Forbes ranks as the 12th richest American, worth $19.5 billion. A lesser billionaire, Ross Perot, bankrolled his own third-party campaigns in 1992 and 1996.
Many presidents weren't particularly well-off, especially 19th century leaders such as Abraham Lincoln, James Buchanan and Ulysses S. Grant. Nor was the 33rd president, Harry Truman.
"These things ebb and flow," said sociologist Khan. "It's not the case that all presidents were always rich."
A few former chief executives died in debt, including Thomas Jefferson, ranked in a Forbes study as the third-wealthiest president.
Comparing the landlocked wealth of early Americans such as Washington, Jefferson and James Madison, with today's millionaires is tricky, even setting aside the lack of documentation and economic changes over two centuries.
Research by 24/7 Wall St., a news and analysis website, estimated Washington's wealth at the equivalent of $525 million in 2010 dollars.
Yet Washington had to borrow money to pay for his trip to New York for his inauguration in 1789, according to Dennis Pogue, vice president for preservation at Mount Vernon, Washington's Virginia estate. His money was tied up in land, reaping only a modest cash income after farm expenses.
"He was a wealthy guy, there's no doubt about it," Pogue said, and probably among the dozen richest Virginians of his time. But, "the wealthiest person in America then was nothing in comparison to what these folks are today."
_How does Romney stand next to a regular Joe?
He's roughly 1,800 times richer.
The typical U.S. household was worth $120,300 in 2007, according to the Census Bureau's most recent data, although that number is sure to have dropped since the recession. A typical family's income is $50,000.
Calculations from 24/7 Wall St. of the peak lifetime wealth (or peak so far) of Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush and Obama add up to a total $118 million ? while Romney reports assets of up to $250 million.
If you consider only those presidents' assets while in office, without millions earned later from speeches and books, their combined total would be substantially lower, and Romney's riches would leave the pack even further behind.

Arsenal relies on patched up defense in FA Cup

LONDON (AP) -Arsenal needs a swift turnaround against Aston Villa in the FA Cup on Sunday to get fans back on side.
For so long a hero to Arsenal fans, manager Arsene Wenger was jeered during last weekend's 2-1 Premier League defeat against Manchester United.
Wenger said he has nothing to prove after leading the Gunners to three Premier League titles but knows the only way to get supporters cheering again is for the team to start picking up positive results.
"I always believe the fans' reaction depends on us," Wenger said Friday. "It is the team which has to get the fans behind them and the fans have to be proud of the team. The vibes have to come from us."
But Wenger will again be relying on a patched up defense against a Villa side that has scored nine goals in its last three away games.
Out of contention for the Premier League title, Arsenal's injury problems mean it has been playing without specialist fullbacks since early December. Now it needs the likes of teenagers Nico Yennaris and Ignasi Miquel to plug the gaps at the back against Villa to prolong its interest in England's premier cup competition.
The 18-year-old Yennaris has started only once for Arsenal and made two more appearances as a substitute but knows how important the FA Cup is.
As an Arsenal fan, Yennaris is steeped in the club's history and watched his team win three of four finals between 2001 and 2005.
And this season's tournament represents arguably the club's best chance of ending a near seven-year streak without a trophy.
"I remember going to those four finals with my dad," Yennaris said. "Some were good, some not so good. The Liverpool one was the first I went to at the Millennium Stadium and we lost that game, Michael Owen scored in the last 10 minutes.
"Then there was Chelsea where Ray Parlour and Freddie Ljungberg scored a couple of screamers, Southampton where Pires scored and then Man United where Vieira scored the winning penalty."
Yennaris made his Premier League debut as a halftime substitute for Johan Djourou in last weekend's 2-1 defeat against Manchester United. With Kieran Gibbs, Andre Santos, Carl Jenkinson and Bacary Sagna all injured, he and the 19-year-old Miguel could be the fullbacks against Villa - even though Yennaris isn't a full-time fullback himself.
"When I came to Arsenal I was actually a striker and then I went to right back," Yennaris said. "Through the ranks I was playing at center back and then in central midfield but I probably wasn't tall enough for center back.
"(But) I'm quite quick. I can move up and down the line quite well so I think I probably am quite suited."
Villa is struggling to make an impression in the Premier League but manager Alex McLeish knows how to beat Arsenal, having led Birmingham to a shock victory over the Gunners in last season's League Cup final.
"We'd like to climb the table as high as we can," McLeish said. "But the magic of the FA Cup dictates you can't leave anything to chance and you have to go and do your utmost to get through to the next round. We have a tough away tie, we know that, but the top clubs have proven this season that they are not unbeatable."
Villa will be without winger Charles N'Zogbia, defender Carlos Cuellar and midfielder Chris Herd, but striker Gabriel Agbonlahor has recovered from illness. Forward Emile Heskey and midfielder Stephen Ireland are also back in contention after recovering from injury.
Also Sunday, Sunderland hosts local rival Middlesbrough.
Liverpool hosts record 11-time FA Cup champion Manchester United in the pick of Saturday's 12 matches, with United missing as many as 11 players because of injury.
Anderson, Tom Cleverley, Ashley Young, Michael Owen, Darren Fletcher and Nemanja Vidic were already out before Rio Ferdinand missed last weekend's win over Arsenal because of a back problem. Phil Jones and Nani were substituted because of injury, while Wayne Rooney, Patrice Evra and Michael Carrick also picked up knocks.
"Hopefully we'll have two or three training this morning and we'll be better by tomorrow," United manager Alex Ferguson said. "It is not the best situation for us."

Obama pushes colleges to keep tuition under control (Reuters)
ANN ARBOR, Michigan (Reuters) ? President Barack Obama, appearing before thousands of cheering students at the University of Michigan, touted his plan on Friday to reward colleges that keep their tuition under control with more federal aid as he makes school affordability a top election-year priority.
Obama, seeking to reform federal aid for students to pay spiraling college costs, unveiled fresh details of a proposal to make higher education affordable for more families that he first announced on Tuesday in his State of the Union address.
His plan is aimed at helping students pay for a higher education, which is seen as crucial for employment as the country is grappling with an 8.5 percent jobless rate. It also specifically targets the issue of income and access, a central focus of the November 6 presidential race that has zeroed in on the nation's widening wealth gap.
Obama's plan would have his administration redistribute campus-based aid, which is handled directly by schools, based on schools' performance: colleges that keep tuition costs in check and get students to graduate would get more money than other schools that do not.
"We're putting colleges on notice: you can't assume that you'll just jack up tuition every single year. If you can't stop tuition from going up, then the funding you get from taxpayers each year will go down," the Democratic president said at the speech that had all the trappings of a campaign event with striped bunting and a crowd-filled stage.
Obama couched his remarks in the broad populist themes of his re-election campaign - of sticking up for the middle class, rewarding companies for bringing jobs back home, and ensuring that the rich pay higher taxes.
"We should push colleges to do better. We should hold them accountable if they don't," he told a crowd of about 4,000 people.
Low-interest federal Perkins loans for poor students will also be expanded to $10 billion a year, the White House said in a statement. Another $1 billion grant will go to states that reform their higher education systems, it added.
Obama also called for a "college scorecard" that would give prospective students and families a uniform, easy-to-read look at information such as tuition and graduation rates across all universities -- just as labels on food packages offer a standard look at essential facts.
Other proposed changes would require congressional action, something many analysts and others see as unlikely in an election year.
Obama wants lawmakers to increase the number of work-study jobs over the next five years. He also has called on Congress to block an increase in interest rates on federal student loans set to take effect July 1, doubling from 3.4 percent to 6.8 percent for about 7.4 million students with Stafford loans, low-interest loans directly from the Department of Education.

Liberal Union Joins Attack on Romney in Florida
Newt Gingrich is getting help from a surprising ally: the American Federation of State, County, and Municipal Employees. The liberal-leaning labor group is running a TV ad in Florida slamming Mitt Romney for profiting personally from a company later convicted of Medicare fraud while he was a director. The ad began airing just before a new poll showed Gingrich in a dead heat with Romney to win the Jan. 31 Republican primary.
The ad, called ?Greed,? says that ?while Romney was a director at the Damon Corporation, the company was defrauding Medicare of millions,? and that ?the company was fined $100 million, but Romney, himself, made a fortune.?
Some viewers could be misled by this ad. Fraud did occur while Romney was a member of the board of the Damon Corp., which pleaded guilty in 1996 to defrauding Medicare of $25 million between 1988 and 1993. But Romney was never accused of fraud personally.
Nevertheless, the company paid a then-record $119 million fine for billing the federal health insurance program for unnecessary blood tests, according to a 2002 Boston Globe report. Romney, who was on Damon?s board from 1990 to 1993, personally collected $473,000 when Bain Capital, which Romney once headed, sold the Damon Corp. to Corning Inc. in 1993.
The ad closes by morphing an image of Romney into one of Republican Florida Gov. Rick Scott, and asks: ?Corporate greed. Medicare fraud. Sound familiar?? And indeed, that scenario does sound familiar.
As we previously reported, Scott?s former hospital company, Columbia/HCA, paid $1.7 billion in fines for Medicare fraud for practices that took place while he was its chief executive officer. And when Scott left the company in 1997, he received $300 million in stocks and options.
Scott, like Romney, wasn?t personally charged with any wrongdoing. As the Globe reported in 2002, ?the federal investigation never implicated Romney ? who left the board in August 1993 after the company was bought by Corning.? And Scott issued a statement to the Miami Herald in 2010, saying: ?An army of federal investigators spent seven years examining every aspect of this case. If they found any merit in these allegations ? they would have certainly charged me, or at the very least questioned me ? neither of which ever happened.?
A recent Washington Post article noted that the ad is an ?unusually direct intervention by one side into the other party?s primary race.? And one of the labor group?s political strategists told the paper that it saw an opportunity to go after Romney, whom it still sees as the likely GOP nominee:
Washington Post, Jan. 25: ?The target of opportunity presented itself, and we decided to take advantage of it,? said Seth Johnson, assistant director in ?AFSCME?s political action department. ?Before South Carolina and after South Carolina, Mitt Romney is still the front-runner. We thought it was a good time to educate Florida voters about his record.?
AFSCME is paying $1 million to run the ad in Tampa, Orlando and West Palm Beach.

TV Ratings: "Idol" and "Bang" tie, Fox wins top rating (Reuters)
LOS ANGELES (TheWrap.com) ? CBS' "Big Bang Theory" pulled up to "American Idol" for a tie in the ratings Thursday night, while Fox was the highest rated and most-watched network as its new drama "The Finder" improved by 32 percent, according to preliminary numbers.
Fox's "Idol" at 8 p.m. drew a 5.4 rating/14 share in the adults 18-49 demographic and 16.9 million total viewers. It was even with CBS' "Big Bang Theory" in the demographic ratings but had the night's most total viewers. "The Finder" the following hour took a 2.9/7 in the demographic and 8.5 million total viewers. Over the night, the network averaged a 4.1/11 and 12.7 million total viewers.
On CBS, "The Big Bang Theory" at 8 posted a 5.4/15 in the demographic and 15.9 million total viewers. "Rob!' at 8:30 p.m. held steady with last week for a 3.5/9 in the demographic and 11.5 million total viewers. Repeats filled out the rest of the night. Overall the network averaged a 2.8/7 and 11.2 million total viewers.
NBC's "30 Rock" at 8 p.m. was flat with last week's season low, taking a 1.6/4 in the demographic and 3.8 million total viewers, while "Parks & Recreation" at 8:30 p.m. dipped 11 percent for a 1.7/4 in the demographic and 3.4 million total viewers. Another episode of "30 Rock" followed, dropping 37 percent from last week's episode of "The Office" in the same time slot to receive a 1.9/5 in the demographic and 3.9 million total viewers. A repeat of "Up All Night" aired at 9:30. At 10 p.m., "The Firm" had a 1.0/3 in the demographic and 3.7 million total viewers. It was up 11 percent from last week.
ABC ran repeats throughout the night.

Wife: Imprisoned Belarus politician seeks pardon (AP)
MINSK, Belarus ? The wife of a jailed former presidential candidate in Belarus says her husband is seeking a pardon from the country's authoritarian leader because he fears for his life.
Andrei Sannikov is serving a five-year prison term on a conviction of organizing riots following the presidential election in December 2010. He was one of seven candidates arrested at or following a massive demonstration on election night protesting alleged vote fraud.
Sannikov's wife Irina Khalip spoke to reporters Wednesday in Minsk.
She says that she saw Sannikov on Tuesday, their first visit in three months. He looked frail and held up a message to the glass in the visiting area saying "They could kill me at any moment."
He applied to President Alexander Lukashenko for a pardon in November, she said.

Demi Moore seeks help for exhaustion, health issues (omg!)
LOS ANGELES (Reuters) - Actress Demi Moore is seeking professional help to treat "exhaustion" and "overall health" issues, her spokeswoman said on Tuesday, following her split late last year from husband of six years, Ashton Kutcher.
"Because of the stresses in her life right now, Demi has chosen to seek professional assistance to treat her exhaustion and improve her overall health. She looks forward to getting well and is grateful for the support of her family and friends," Moore's spokeswoman said in a statement to Reuters.
The statement follows media reports that Moore was rushed to hospital on Monday night after paramedics were called to her Los Angeles home. Celebrity news website TMZ.com cited substance abuse as the cause, but that could not be confirmed.
Moore's representatives declined any further comment beyond the written statement.
"Ghost" star Moore, 49, filed for divorce from 33-year-old "Two and A Half Men" actor Kutcher in November 2011, after a San Diego woman went public about a brief fling she had with Kutcher.

BOSTON, MA -- Lifestyle counseling, practiced as part of routine care for people with diabetes, helps people more quickly lower blood glucose, blood pressure and cholesterol levels and keep them under control, according to a large, long-term study published in the February issue of Diabetes Care.
Researchers at Brigham and Women's Hospital (BWH) conducted a retrospective cohort study of more than 30,000 people with diabetes who received diet, exercise and weight-loss counseling in a primary care setting over the course of at least two years (with an average follow-up time of almost seven years) and who had elevated blood glucose, blood pressure or cholesterol.
They found that the use of counseling reduced the time it took for patients to lower blood glucose, blood pressure and cholesterol levels. Previous studies have documented the success of counseling in a clinical trial setting, but until now many have questioned whether it would be as effective when conducted as part of ongoing treatment in a primary care setting, where fewer resources are available and patients may be less motivated.
"This study shows that persistent lifestyle counseling can and should be a critical piece of any routine diabetes treatment plan," said senior author Alexander Turchin, MD, MS, director of informatics research at the BWH Division of Endocrinology. "Clearly it gets people to goals faster than when they are not given continued encouragement and information on how to increase physical activity levels, eat properly and reduce lipids. Primary care providers should take these findings to heart."
The study found that the more frequently patients received counseling, the faster they reached their treatment goals, with those who received counseling at least once a month achieving the best results. Those who received face-to-face counseling once a month or more took an average of 3.9 weeks to reach their target goals for A1C, blood pressure and cholesterol, as compared to 13.5 months for those who received counseling only once every one to six months.
Because counseling can be time intensive researchers recommend that working with providers such as nurse practitioners, physician assistants or dietitians, as well as providing support in group settings, may be more cost-effective ways of providing this necessary support.

Man arrested in firebombings of 2 NJ synagogues (AP)
HACKENSACK, N.J. ? A 19-year-old man was charged Tuesday with attempted murder and hate crimes in connection with recent firebombings of two northern New Jersey synagogues that put the region's Jewish community on edge and prompted round-the-clock police patrols.
Bergen County Prosecutor John Molinelli charged Anthony Graziano, of Lodi, with the Jan. 11 attack on a Rutherford synagogue and the Jan. 3 firebombing of a synagogue in Paramus. He was being held on $5 million bail.
The charges include bias intimidation and nine counts of attempted murder in addition to arson and aggravated arson. The prosecutor's office scheduled a 2 p.m. news conference.
Last week, authorities released photos and surveillance video of a man leaving a store on Jan. 9 after allegedly purchasing some of the items used to make the firebomb used in the Rutherford attack. On Monday, tips from the public led them to Graziano, according to the prosecutor's office. Evidence was recovered during a search of his residence, though Molinelli didn't provide specifics.
Several Molotov cocktails and other incendiary devices were thrown at Congregation Beth El in Rutherford early on Jan. 11, igniting a fire in the second-floor bedroom of Rabbi Nosson Schuman's residence. The rabbi, his wife, five children and his parents were sleeping at the time. Police said an incendiary device was thrown through the rabbi's bedroom and ignited, and the rabbi suffered minor burns on his hands while putting it out.
"I'm elated," Schuman said Tuesday. "It's been a very stressful two weeks even with police coverage at our home. We're still a little scared because obviously this guy's not normal. Maybe this will restore life back to some normality, though we will still be doing outreach to try and restore unity."
The fire at Congregation K'Hal Adath Jeshuran in Paramus was discovered on the morning of Jan. 3 when members smelled gas in the building and contacted authorities. Fire and police officials determined an accelerant had been used in the rear of the building to start a fire. The fire had quickly burned itself out, and no injuries were reported.
In the weeks leading up to the fire bombings, anti-Semitic graffiti was discovered at synagogues in Hackensack and Maywood, according to police. Two days after the Rutherford attack, a swastika was found scrawled in a park in Fair Lawn, though police haven't said if it is connected to the other incidents.

Former Penn State star Lydell Mitchell visited Joe Paterno about a week and a half ago, hoping to get just a moment with his ailing coach.
After an emotional hour and a half, Mitchell said goodbye and told Paterno that he would always have the support of his players.
"I said, 'Hey, man, we love you.' We'll fight the fight for him," Mitchell said Sunday after Paterno died at age 85.
"Joe's legacy will always be intact because we won't let Joe's legacy die," said Mitchell, who played running back at Penn State from 1968-72.
Paterno won more games (409) than any coach in major college football history during 46 seasons at Penn State.
"I think history will say that he's one of the greatest," former Florida State coach Bobby Bowden, second on the wins list, told The Associated Press. "Who's coached longer? Who's coached better? Who's won more games? Who's been more successful than Joe? Who's done more for his university than Joe? You've lost one of the greatest. He probably means the same thing up there that Bear Bryant meant down here. He's an icon."
Sports figures by the dozen, including many Penn State alumni, and fans by the thousands paid tribute to Paterno after the longtime coach died from complications of lung cancer less than three months after he was ousted amid a child sex abuse scandal involving one of his former assistants.
"It's just sad because I think he died from other things than lung cancer," former Penn State tight end Mickey Shuler said.
Before the Penn State wrestling team faced Iowa at Rec Hall on the State College, Pa., campus on Sunday afternoon, a moment of silence was observed.
When it was over the capacity crowd of more than 6,500 gave a 30-second standing ovation while an image of Paterno flashed on two video boards.
The screen flashed the words "Joseph Vincent Paterno. 1926-2012," just below the digitized picture of a smiling Paterno, wearing a blue tie and blue sweater vest with arms crossed across his chest.
"Please recognize now the passing earlier today of Penn State educator, philanthropist and coach, Joe Paterno," the announcer said.
"With coaching milestones too significant too list and impact too substantial to measure, JoePa ? as he is known to Nittany Lion fans everywhere ? will forever be remembered as a man whose family includes a team, a university and an entire sport," the announcer said. "Thank you Coach Paterno."
There also were moments of silence at Penn State men's and women's basketball games.
Former Penn State assistant coach Tom Bradley, who was interim coach for the Nittany Lions after Paterno was pushed out, called his former boss his "mentor for 37 years."
"Coach Paterno never believed that his role as 'Coach' ended after practice, or when the fourth quarter wound down or when a student-athlete graduated," Bradley said in a statement. "He was a coach for life."
Paterno began his career at Penn State in 1950 as an assistant coach under Rip Engle.
That's when Pro Football Hall of Famer Lenny Moore played for the Nittany Lions. Moore joined Mitchell ? they both played for the Colts and live in Baltimore ? for that trip to State College a couple weeks back.
Moore said he, Mitchell, Paterno and Paterno's wife, Sue, sat around the kitchen table and talked until it got dark and the visitors needed to get back.
"We talked the whole time and he was very together," Moore said. "Didn't look like he was having any pain. We told him we loved him and we left.
"I'm glad that we had the opportunity to do it. And I was glad that I told him how I felt about him."
Mike Guman, who played fullback for Penn State in the late 1970s, said the Paterno's legacy will be carried on by the many people whose lives he has touched.
"Football's a small part of his legacy, but it goes far beyond that," he said. "You could have become a good football player at many places but you wouldn't have become the man you are if you didn't go to Penn State."
Guman said he didn't think Paterno was treated fairly at the end of his time at Penn State and Mitchell agreed.
"They knew Joe was going to retire (at the end of last season)," Mitchell said "They could have let that play out but I think they panicked and jumped the gun."
Ohio State coach Urban Meyer ? one of many sports figures to pay tribute ? said he was fortunate to have developed a personal relationship with Paterno over the last few years. In Meyer's last game at Florida, his Gators beat Penn State.
"We have lost a remarkable person and someone who affected the lives of so many people in so many positive ways," Meyer said in statement. "His presence will be dearly missed. His legacy as a coach, as a winner and as a champion will carry on forever."

JAIPUR, India (AP) ? Oprah Winfrey says she is confident that President Barack Obama will win another four-year term in this year's U.S. election.
The talk show host was addressing a literary festival Sunday in the northwestern Indian town of Jaipur.
Winfrey praised Obama's handling of the presidency. She said his next four years would be even more successful, with people able to get back to work.
Winfrey backed Obama during the 2008 presidential campaign in her first-ever political endorsement.
She was among the biggest crowd pullers at the annual Jaipur Literary Festival, which brings together top writers, poets and critics and around 50,000 literary fans from around the world.
Winfrey has been in India for a week filming programs for her new TV network.

WASHINGTON (AP) ? Rep. Gabrielle Giffords of Arizona announced Sunday she intends to resign from Congress this week to concentrate on recovering from wounds suffered in an assassination attempt a little more than a year ago that shook the country.
"I don't remember much from that horrible day, but I will never forget the trust you placed in me to be your voice," the Democratic lawmaker said on a video posted without prior notice on her Facebook page.
"I'm getting better. Every day my spirit is high," she said. "I have more work to do on my recovery. So to do what's best for Arizona, I will step down this week."
Giffords was shot in the head and grievously wounded last January as she was meeting with constituents outside a supermarket in Tucson, Ariz. Her progress had seemed remarkable, to the point that she was able to walk dramatically into the House chamber last August to cast a vote.
Her shooting prompted an agonizing national debate about super-charged rhetoric in political campaigns, although the man charged in the shooting later turned out to be mentally ill.
In Washington, members of Congress were told to pay more attention to their physical security. Legislation was introduced to ban high-capacity ammunition clips, although it never advanced.
Under state law, Arizona Gov. Jan Brewer must call a special election to fill out the remainder of Giffords' term, which ends at the end of 2012.
President Barack Obama on Sunday called Giffords "the very best of what public service should be."
"Gabby's cheerful presence will be missed in Washington," Obama said. "But she will remain an inspiration to all whose lives she touched ? myself included. And I'm confident that we haven't seen the last of this extraordinary American."
House Speaker John Boehner, R-Ohio, said he saluted Giffords "for her service and for the courage and perseverance she has shown in the face of tragedy. She will be missed."
In a statement, House Democratic leader Nancy Pelosi of California said that "since the tragic events one year ago, Gabby has been an inspiring symbol of determination and courage to millions of Americans."
Democratic officials had held out hope for months that the congresswoman might recover sufficiently to run for re-election or even become a candidate to replace retiring Republican Sen. Jon Kyl.
The shooting on Jan. 8, 2011, left six people dead, a federal judge and a Giffords aide among them. Twelve others were wounded.
A 23-year-old man, Jared Lee Loughner, has pleaded not guilty to 49 charges in the shooting. He has been diagnosed with bipolar disorder, and is being forcibly medicated at a Missouri prison facility in an effort by authorities to make him mentally ready for trial.
In the months since she was shot, Giffords, 41, has been treated in Houston as well as Arizona as she re-learned how to walk and speak.
She made a dramatic appearance on the House floor Aug. 2, when she unexpectedly walked in to vote for an increase in the debt limit. Lawmakers from both parties cheered her presence, and she was enveloped in hugs.
More recently, she participated in an observance of the anniversary of the shooting in Arizona.
In "Gabby: A Story of Courage and Hope," a book released last year that she wrote with her husband, the astronaut Mark Kelly, she spoke of how much she wanted to get better, regain what she lost and return to Congress.
She delivers the last chapter in her own voice, saying in a single page of short sentences and phrases that everything she does reminds her of that horrible day and that she was grateful to survive.
"I will get stronger. I will return," she wrote.
Giffords was shot in the left side of the brain, the part that controls speech and communication.
Kelly commanded the space shuttle Endeavour on its last mission in May. She watched the launch from Cape Canaveral, Fla.
Kelly, who became a NASA astronaut in 1996 and made four trips into space aboard the space shuttle, retired in October.
